After you sand and degrease what's to be painted, I like to take the added step of using Ospho metal prep (available at Ace hardware). You put it one with a brush or spray bottle, let it work for 30 - 60 minutes (longer in colder temps) and then rinse with water. In addition to "neutralizing" the rust, it etches the metal making the paint stick a little better.
