You need the spec for the minimum head thickness. If it has been surfaced very many times it is scrap metal. I fought mine for years until we figured this out on mine. There could be other causes, like the block not being flat or cracked. Do you know history on the tractor or if the head has been planed in the past? Are you using new head bolts and making sure the head bolt holes are clean?
