My best guess would be lf there is enough moisture for good fermentation then the nitrates would be reduced. Also in drought stricken corn , nitrate accumulation is greater in the lower part of the stalk.

In '99 we had a severe drought and our corn was chopped and sold to local dairies. The yield would have been about 60 bu/A. The silage yield was around 10 tons. We left probably a 16 to 18" stubble. I didn't hear of any problems with nitrates.
