Baling seldom works very good. Big stalk to dry out and a few ears that will be lost.
Value of corn silage is usually determined off of grain yield. 10 bushel yield estimate times corn price gets you roughly $60-70 an acre for the silage with buyer responsible for harvest costs.

Is this a sizable area that is bad? Without timely rains we will be in the same boat in a couple of weeks.
