The regulator is most likely an Impco Model J. Did you replace it? If you did replace it and have gas flow into the "carb" on the engine then I would guess it is probably the diaphram in the Imco carb which is probably a CA100. Remove the 4 scews on the top and check the diaphram and valve seat.
If all this is ok. Then I would check the manifold vacumn as you may have a leak on the intake manifold. If you have a manometer you should have 7-11 inch of water presure column at the carb without engine running and with key on to open the gas solenoid valve.
I assume you have checked all the lines, and the gas valve, and Model J for any wax etc. But I have never seen wax plug any propane system.
