The lead wheel is the pivot when in transport. It can start to whip and jump and if going too fast for too long actually break the wheel arm. Not a good situation. I think there is a way to hook a length of light spinning chain from the the front wheel axle over to the frame behind the knife. Leave a bit of slack so the wheel can steer a bit around corners but not so much that it can whip.

If you look at this image you can see the front wheel arm and how you can put a chain from it to the frame.
