Having run all 3, I think you're on the right track for what you're wanting to do. A finisher is kind of a jack of all trades, master of few. About the only time it is the best tool for the job is when it can do in 1 pass what it would take 2 with anything else, which is relatively often. On the flipside, about the only time a field cultivator has an advantage over a finisher is when you can 1 pass with it, you can cover more acres in the same amount of time and fuel. For what you're needing to do, those times are few and far between.
