Shapefiles are not images. Points/Lines/Areas are all vector data and shapefile supports this format. You should be able to import an image. If not, get on the horn to "Stellar Support." I made them write code to be able to import prescription maps last spring. They are running on SSTs database so the capability is there, its just a matter of JD letting you use it.
