We have a 9520 that had a similar problem but it was just #1 scv. When raising it would stay engaged for however many seconds it was set for regardless of whether you used the detent or just moved a little. Ended up replacing the potentiometer and that fixed it. Yours sounds like more than one scv having problems so I would think either a wiring issue or a controller issue.
