There are 2 possibilities:

If it does have the cord it may be tucked and zip-tied above one of the tow loops. It's hard to see unless you are actually looking for it.

If it doesn't have the cord, you can buy it from an IH-Navistar truck dealer (ask for one for a VT365 engine) or I think O'Reilly's auto parts stores for a fraction of what Ford wants for it. It connects to the heater which is located above the starter. You should be able to see a connector next to a freeze plug when looking in from the passenger side wheel well.
