We're not talking about a criminal mastermind here. They have plenty of evidence, they have the bodily remains but it's not much. The feds are backstopping the murder like you said, there's no rush to convict him of fraud BEFORE he fries. They will get the conviction though, because nothing will happen fast in the murder trial either.
