Extreme NE Colorado (almost Nebraska) | Actually, the law in Colorado has been on the books since early 70's, but with some creative engineering such as an organization called GASP(Groundwater Appropriators of the South Platte), the state looked the other way until the big drought of the early 2000's started. You need to have surface rights below the wells to not have as much sympathy as others do. I do sympathize, however, because the state really screwed up when they issued permits and eveybody developed their farms based on that. |
