I dont think the equipment on site would have been able to move that sucker to the point of getting it moved out . Appears as though they simiple dug around it, and allowed it to settle even deeper in the ground. We had to do that years ago, not as large a rock though, but excavator dug deep hole beside the rock and dozer shoved it into the deeper hole. Not only is the rock in the pic large ( I suspect heavier then the 25ton guess) but it would also be awkwarrd to handle. ( no real spot to easily get chains around to lift/pull it out, too large for the excavator bucket to curl around/behind to get leverage , and too deep to get a dozer underneath it to shove out )
