Clean out the area above the skid shoe. Assuming that everything is cleaned and flexible, look for the forked brackets that come from the cutterbar toward the rear adjustments.. They can bend.
Next, look at the rod that runs across the whole head, if it is twisted because of bent and misadjusted things-----it won't work.
Question for those w/ 600 series JD on 9000 combine.
