It does in the NC Constitution and has been practice in many states, including blues ones for decades without legal objection until recently.
 
Where in the US  Constitution does it say you can't be required to proved who you are to vote?  Where does it say in the Constitution felons can't vote? Can't vote under 18 so can the election officials not require some kind of proof you are over 18. 

It always interest me that some want regulations on everything that exists except voting.
