Well considering it wasn't a surplus until 1998 I would say no the 1994 election wasn't the cause. Point is it takes the president to sign it so apparently he approved. Just like the R presidents signed many budgets that were not balanced and actually added up more deficit in the last 45 years. They can say they are the fiscal conservatives but the facts don't lie. The word conservative in DC doesn't exist anymore.
