Umm Trump just had a budget approved. Obama and Bush both had mixed results, prior to that it was almost unheard of to not have a budget approved although most times it was late after some negotiating. The 1992 election that got Clinton in office was all about balancing the budget so credit Newt all you want but it was the political pressure at the time and Clinton pushed it.
