Trust the EIA numbers more. Industry usually say last 800 households per MW or 800k per GW. Springfield likely has 60-70k housing units. The question is what does commercial and industrial account for. Just tough to believe that 8-9% of current IL production isn’t more than enough to power Springfield and then generate 10 times that and still not meet their needs doesn’t pass the smell test.

"When Apex Clean Energy completes a wind turbine, it is switched over to General Electric to be commissioned. Once operational, each turbine will generate 2.8 megawatts with the 107 wind turbines together having the capability to generate 300 megawatts, or enough to power 102,500 homes."
