I would go 2 rows of conifers on the windward side, then couple rows of tall deciduous trees, then a row of shrubs. your main snow/wind stoppage will come from the conifers, The taller trees will send wind up and over. Good rule of thumb is 10x for protection from the tallest tree. Shelter belts I would design around here would be
