An open center hydraulic system only wants to do one thing at a time and they are not good for running fans and pumps. So you need a pto hydraulic pump to do what you want to do without a lot of hassles.
Maybe you should just shop around for a tractor with a newer PFC closed-center system to avoid future hassles like this.
