Depends on if it is truly a big cam or not also. There sere some small cams " converted " to be more like a big cam. At that time Cat would lug but used more fuel. Also repairs cost more on the Cat.
If you want to spend the money one can change cams, timing etc. for more low end. Of course all those things cost more than the motor is worth.
In my world it doesn't cost much to shift gears. You should be able to pull the hill as fast as the Cat. You will just run more rpm.
If it doesn't have one a pulse manifold with a Holset turbo would help and not cost much.
There used to be some guys at Cummins that knew how to make those old girls run without spending much.
