Large industrial air compressor, about a 1½ size hose if that big, Stick it down the casing, seal top off between casing and pipe and make sure water discharge is open and pointed away from you.

Then just let it run and every once in a while close valve on discharge to let it build pressure down in the hole. Hopefully it will blow sand, gravel, rust etc out of the hole.

Personally I like a test pump better, hard to tell which one works better though. We've ran both on several new wells last year.
