If the hitch weight is heavy, it requires more ballast on front. However, you still need to balance the ballast for the drawbar pull.
8 weights is probably a good place to start. I hate adding any more than absolutely necessary. In the real world, we tend to over ballast the front. The reason for this is to ballast the heaviest thing we pull. We then never remove weight for the lighter loads.
