| there will certainly be some charcoal in this material but the high temperature/high oxygen environment in an incinerator will generate very little and very different charcoal than low temperature pyrolysis.
Does the chemical analysis (that you appear to have) indicate the material's CCE (calcium carbonate equivalency)?
If you need lime and the material has a consistency that can be handled through available equipment, it is probably a good deal considering that wood ash contains quite a bit of P, K and other plant essential micros in addition to Ca, Mg and alkalinity.
