Depending on the tractor, there might be a selector on each control valve for hydraulic motor, cylinder, etc operation. I'd confirm it is set for hydraulic motor, and as mentioned, turn the flow down as much as possible to keep the fan developing enough air flow. The Pioneer tip on the supply hose could also be getting worn and causing excessive pressure drop. Hopefully you don't have a control valve or pump compensator that is contaminated and not moving freely.
