Could probably be done but most of them that I have seen in operation have very low gearing and can crab steer to offset the side load of moving all the dirt.

An older Case 4wd that could crab steer would be ideal but then I think you would need to look at a dozer mount for strength but I'm not sure how you would power it. Did they even often a front mount PTO on those tractors.

A newer IVT type transmission or creeper transmission would give you the slow speed but not sure how it would take all the side loading.
