You can but a starter fertilizer should really be placed in the row as close to the seed as possible in order to get the most efficiency out of it. If it is a truly water soluble 3-18-18, you may lose a lot to leaching with moisture before the roots can get to it. If you are against adding firmers or rebounders, look at the Totally Tubular option. It places the fertilizer below the seed. Many guys like this option. I'm sure you will find just as many who don't though. Bottom line to your question though, closer to the seed, the more use you will make of your starter.
