Thats not too bad of specs. Apex doesn't use system resources very efficiently (obviously), but it had ought to run decent on your computer. More RAM will always help (at least one more gig would be good). You could play around with the SQL server memory setting in preferences too. Is it always slow or just when you open up multiple maps?
