Had the same problem starting in 1982 when the combine was new. Clean grain elevator is not geared for the job. I changed a one or two elevator drive sheaves and replaced the belt . Speeded up the elevator 11% as I recall. It totally solved the problem. Only thing I remember is the belt I used was for a JD 336 bale ejector.
