99% chance of an electrical problem. Highly unlikely an ECM issue.

Has JD checked the voltage supplied to the ECM (at the ECM) at the moment it tries to stall? While cranking there is a huge voltage drop in system voltage because of the starter. Also need to watch crankshaft position and/or cam position sensor signal when it tries to stall. One of them may have a momentary loss of power or ground, or voltage may get low enough to drop them out, when they shouldn't. Some of this will require Service Advisor.
