We move those with a heavy wall pipe through the center hole with eyes welded on each end.  Then chains up to a loader.  Or in some cases when we couldn't lift it, we pulled it and let it roll along the ground.  Be careful doing that.  If you break the spool, you have a rats nest of cable that needs to just get buried or dropped in a pond to make it go away.
