Down here, close to Sherco Electric generating plant and a large construction solid waste land fill, within 20 miles - $1.50-$1.75 yard (this is pond liner clay). For road building barrow, at least $1 - $1.50 yrd. They get $1.25 - $1.65 yrd out of the bank for gravel mining. If screening rock out, then $3 - $5 yard for the rock.

ETA: Who's the Contractor ? I'd want a bond for enough to cover reclamation cost, if they don't follow through. Talk with the road authority of the road project to get their take on reclamation cost.
