It could be a number of issues.

1. As above, replace the rubber on the net brake that sits on the roll. We we replace ours every year. They are cheap.

2. Make sure both springs are attached to the brake in the correct position and not stretched.

3. Adjust the brake. It should lift off the roll when the duckbill is fully extended and set back on the roll when 3/4 to 1/2 extended. (The place where it stops during wrapping)

4. The slide linkage on the spring plate that lifts the knife up when the tailgate opens needs to be clean and spotless.

5. Take apart the pivot pins and bushings that the knife pivots on. Clean and lubricate them.

The knife needs to drop hard and fast while the brake is applied for it to cut. If the brake is not applied, worn, or anything is causing drag on the knife, it won't cut. Sometimes a simple solution is a 10# weight bolted to the knife.

I assume you replaced the knives?
