Screen activations have nothing to do with it.
And the 3G sunset at the end of 2021 is AT&T in north america. I'm not sure what the 3G to 4G plans look like overseas. It doesn't really make sense it would be "ready" but not have one. A dealer will be able to put in your serial and tell you what it was built with, if it has one what the serial number is, etc.
