BIL is a crane operator & has worked on several windmill farms. He says the issue isn't the base but metal fatigue of the large bolts that hold the tower to the base. As for the bases, he says most are poured in two sections. Top section is removed when the windmill comes down, bottom part remains & is covered with dirt & then it is farmed over. Similar to buring an old building / foundation.
