Radiant energy of the sun is very potent. While air temps might be suggesting optimum GDD's, ground temps might be telling a completely different story.

Ground heavily covered with residue will not be keeping up with more bare "blacker" ground.

Temperature moves from low to high, early spring the deeper soils (in the northern areas) are still pulling UP the colder temps deeper in the soil sometimes negating the accumulated higher temps at the 2-4" depth putting a seedling at a stand still. SOMETIMES.
