| This is the correct answer as to the baler being able to bale, with shear bolt gone. Your slip clutch must be LOCKED SOLID. As to the frequent shearing of the bolt it's self, several things to check in regards of timing, condition of knives, needle frame brake and condition of flywheel bushing, shear bolt bushing in flywheel and wear of bolt hole in the flywheel driver, along with a faulty slip clutch. When you get your slip clutch operable, be sure the spring adjustment is correct for your baler's drive line. It is set differently, depending on either a Cat 4 or Cat 5 size, option on 348 balers.
