Check safety stop adjustment and needle brake tension. Look to see if it’s just kissing the arm enough to break the bolt.
Don’t bale without flywheel you will ruin the bushing it runs on quite quickly. If that bushing is already worn out it will break shearbolts on it’s own randomly too.
