Short answer no. Can it yes. As stated timing is everything and what growth stage works one year may not another. Plus they are way over priced verses what you get and is only a quick fix. Get it in the ground is generally the best long term and financial sound way to do it. Foliars are like a post emerge herbicide they work right away but only for a short time. Lots of excellent salesman out there.
