You don't have to prove it. It's a certification just like all other acreage reports. In theory, you could get spot checked and have to prove it (such as providing tickets for buying the seed) but the chances of that would be very slim.
Also, not that it matters, but it's not FSA providing the $5, it's RMA (crop insurance). Reporting to FSA is just how you get it.
