The current system is grossly unfair to "the poor." Generally speaking, "the poor" can't afford new vehicles so they drive older, less fuel efficient vehicles, which results in them paying more fuel tax. Also, generally speaking, "the poor" do less driving than "the rich" because they can't afford to go as many places.

Your speaking out of both sides of your mouth on this issue. They pay more because they have less fuel efficient vehicles, that they dont drive as much as "the rich" because they cant afford to? You really think those same people are going to be able to fork over a hefty tax at the end of the year for the miles they drive instead of paying a small amount over all the miles they drive while filling up their vehicle? Im not saying the system is perfect, and definitely isnt for EV's, but its better than what you suggest with the way the generaly public manages their money.
