Instead of having inspections, just report the mileage when you get your sticker renewal.  Have some of them spot checked or after so many years you need to bring the car to the DMV to verify the mileage.  Yeah, some may cheat for the first few years, but when you have to show the proof you either have to catch up payment or no renewal.
