Most states do, and all states should, require an annual vehicle safety inspection. When the vehicle gets inspected record the mileage and send a bill for that. One objection was how do you collect from out of state drivers? You don’t. Everyone pays in their own state. That means that the out of state miles you drive get paid back to your home state.
