NS Canada | Well I'm not as dumb as I thought. I finally figured it out. I dug out the old seal (its missing 1/8th" or more all along its edge = junk) and found a tiny hole once I cleaned it up. This is what allows the pressure to equalize on each side of the seal, and then de pressing the foot pedal bleeds off the back side, tripping the valve to dump.
The new valve is a slightly different set up and doesnt activate from a low pressure situation, thats where I was getting hung up. I drilled the tiny hole in the new seal, and it works as it should!
I hadn't noticed the slight difference in the pneumatic schematic on the valve bodies shown here, until today.
