Probably because it's easier to count the plants in a square foot than in an acre. Lol. But we also do all our seeding rate calculations for most other crops like wheat, barley, peas, hemp, etc in terms of seeds/square foot.
Edited to add: the Europeans seem to do all their calculations based on plants per square meter.
