It looks like someone rigged up an unusual and creative lash up thinking they had to do this to operate the drill with a CIH tractor. If the tractor has a pressure and flow controlled hydraulic system you should be able to use it as the drill as it came from the factory. You may need to talk to the previous owner or restore the drill to its original design.
