On red tractors if you disconnect the radar or it doesn't work the A-Post speed will default to transmission speed.  It still has to be calibrated for tire size.  Does the tractor have a wheel slip indicator?  If that is working then the radar is probably working as the slip is calculated on the difference between transmission/wheel speed and radar speed.
