The pto on a 4500 rds Allison would make no difference what gear you have it in, The pto always runs when turn on.
Two things I can think of is
Put a oil restrictor in after the solenoid on the pto. or
Take the pto apart and put a wave plate in the clutch instead of one of the steels
oil restrictor sounds like the compressor in gear driven not oil ?
