Have you looked into the availability of pelleted seed?

If pelleted seed is not available for zinnia and marigolds or not available for preferred varieties, you could do it yourself:

I am pretty sure that I planted zinnias using an Earthway seeder ~ 20 years ago when I was running a small commercial vegetable farm but I don't recall exactly which plate I used.

EDIT - just read on line that some small-scale flower farmers use the beet plate in an Earthway seeder to plant zinnias. The beet plate can be used as is for a very thick planting or with every other hole blocked off for a thinner planting.
