This is embarrassing. Fuse 10 was missing. When I checked the other tractor I'm not sure how I missed it that fuse 10 was for those lights. The fuse I found and thought turned off the lights (which it actually did) was the fuse that controlled the relay. So I found only one of the two fuses that controlled those lights. I'm guessing that fuse 10 got robbed for some other one that blew at some time.
